To answer this question first lets talk about what is a mantra?

In easy terms, a mantra is a verse that has few words but greater meaning and impact. People generally recite mantras when there is pain, sadness or obstacles in the path. Mantras give hope for better living. All the mantras usually refer to a particular God or are chanted for a definite purpose and time period. Eg - Om Namah Sivay, Om Mahaveeray Namah etc

Maha Mantra Navkar is not about one God or to fulfil a specific purpose. It is general in its appeal and profound in its message. By reciting it, we salute all great beings of the universe, irrespective of religion or caste. All the beings who follow the path of righteousness and have risen above the worldly pleasures and grief are saluted in Navkar Mantra.
